First we need to understand that when we say SAP HEC we are referring to SAP HANA Enterprise Cloud and SAP HCP refers to SAP HANA Cloud Platform.

HEC is an IAAS tool (Infrastructure-as-a-service) that allows you to execute SAP software on cloud infrastructure.

HCP, on the other hand, is a PAAS (Platform-as-a-service) which main goal is to facilitate the development of new apps.
