They are similar because both leverage the same foundational basis which are the Core Data Services Views.

But the most important difference is that all the SAP S/4HANA embedded analytics tools are included with the core SAP S/4HANA license and the S/4HANA Strategic Analytics tools are definitely not part of the core SAP S/4HANA license.

Of course, the audience is different: SAP S/4HANA Embedded Analytics was designed for end users which focus on short term operations and in contrast, SAP S/4HANA Strategic Analytics is for users who focus less on the operational side of the business and more on a long-term planning and business performance.
